India, China in touch to resolve Chinese incursion issue

Chinese incursion ‘extremely unfortunate’: Ering

NEW DELHI, Apr 20: India and China are in touch to resolve the situation arising out of deep incursion by Chinese troops who entered the Indian territory in Daulat Beg Oldi (DBO) sector in eastern Ladakh and erected a tented post.

According to government sources, the issue was raised by India after the incident came to light some time ago.

"This is an area where there have been differing perceptions of the Line of Actual Control. Incidents do occur and are resolved peacefully on the basis of bilateral agreements which exist and mechanisms provided for in these agreements," the sources said.

"We are confident that the current incident too will also be peacefully resolved on this basis," they added.

A Platoon-strength contingent of China's People's Liberation Army (PLA) came 10 km inside the Indian territory in Burthe in DBO sector, which is at an altitude of about 17,000 feet, on the night of April 15 and established a tented post there, according to highly placed sources which said a Chinese Army Platoon usually consists of around 50 men.

The government sources said both sides (India and China) are in touch on the current incident, availing the working mechanism for consultation and coordination on India-China border affairs.

The mechanism is headed by the Joint Secretary (East Asia) in the ministry of external affairs and the Director General Border Affairs of the Chinese Ministry of Foreign Affairs.

Mooted by former Chinese Premier Wen Jiabao, the mechanism was finalised last year at the conclusion of the 15th meeting of the Special Representatives (SR) on the boundary question --National Security Adviser Shiv Shankar Menon and Chinese State Councillor Dai Bingguo.

Under the mechanism, the two sides "undertake other tasks that are mutually agreed upon by the two sides but will not discuss resolution of the boundary question or affect the Special Representatives Mechanism."

It will "study ways and means to conduct and strengthen exchanges and cooperation between military personnel and establishments of the two sides in the border areas." PTI

Meanwhile, terming the Chinese incursion on Indian Territory as extremely unfortunate, Minister of State for Minority Affairs Ninong Ering on Saturday said that the attitude of their military is very unbecoming.

“As an individual from Ladakh or Arunachal Pradesh being the border area of China, we would request the Chinese Government that this attitude by their military is very unbecoming. We really want that China and India work together for the development of the people, development of the country and become two very strong forces, which in fact the whole world will be afraid of,” said Ering.

The Congress MP from Arunachal Pradesh said that this contentious issue is there even in his own state.

“We have this issue even in Arunachal Pradesh also. This is a story not of now, but even before the 1962 aggression or even before 1947. We had trade links with China, but of course it was not China it was Tibet at that time.  So, we never had any links with China,” said Ering. “We had relations with Tibet. Of course we had our own sovereignty, they had their own sovereignty. That time Tibet was not under the control of China,” he added.

According to certain media reports, a Platoon-strength contingent of China's People's Liberation Army (PLA) have entered the Indian Territory in Daulat Beg Oldi (DBO) sector in eastern Ladakh and erected a tented post, setting the stage for a face-off with Indian troops.

DBO, which is located in northernmost Ladakh, is a historic campsite. It is located on an ancient trade route connecting Ladakh to Yarkand in Xinjiang, China.

Terror attacks beckon introspection

Amitava Basu

April 15 was a Black Monday for the United States. The participants and spectators of a marathon run on Boylston Street in Boston were attacked by a series of bomb blasts. 7 innocent lives were lost. Over 100 people were injured and 24 are in critical condition. Back home, about 2 days later on April 17, Bengaluru witnessed terror blasts. It reminded of series of blasts that took place in Hyderabad a year back. The tragic memories of the ghastly cross-border terror attack in Mumbai on November 26, 2008 fill the heart with great sadness. This heinous and cowardly act of terrorism in Boston also reminds of the gruesome terror attack on the World Trade Centre in New York on September 11 in 2001. The violent attack on the World Trade Centre caused loss of several innocent lives.

September 11 is a landmark date in the history of mankind. It is a date on which the world was shocked at the terror attack in the New York in 2001. And, on the same date over hundred years ago, non-violet movement was propagated by Mohandas Karamchand Gandhi and named ‘Satyagraha’ at a meeting in Johannesburg.

Careful diagnosis of the terror attack and Satyagraha movement would show that both aim to resist opponents; yet, the manner of opposition is diametrically different. Satyagraha propounds vindication of truth not by infliction of suffering on the opponent but on oneself. Real suffering bravely borne melts even a heart of stone. It is a means to secure cooperation of others consistently with truth and justice.  Elimination of antagonism without harming the antagonists is central to Satyagraha. On the other hand, terrorism manifests hard-core antagonism, and leaving a feeling of animosity. The protagonists of these two different ways of resistance to opponents would advocate for their respective approaches. The truth is violence begets violence, whereas Satyagraha endeavors to win the hearts and minds of the opponents and oppresses the evil.

History is testament to violence bringing temporal victory, but the battle between the two opposing forces continues like simmering fire. On the contrary, the civil rights movement in the United States led by Martin Luther King in the sixties following the path of Satyagraha realised the dream - all men are created equal, and people are not judged by the colour of the skin but by the content of their character.  The movement lifted United States from the quicksand of racial injustice to the solid rock of brotherhood.

Martin Luther King expounded the six cardinal principles of Satyagraha.  First, instead of physical aggressiveness, the mind and emotions are kept active, constantly seeking to persuade the opponent that he is mistaken.  Second, it does not humiliate the opponent but gains friendship and understanding, which, in the process, facilitates reconciliation and avoids bitterness.  Third, Satyagraha wages battle against the forces of evil and not individuals.  Fourth, by accepting suffering, it opens up tremendous educational and transforming possibilities and becomes a powerful tool in changing the minds of opponents.  Fifth, humans have a cosmic companionship with God who is on the side of truth; and, therefore, justice would occur in the future.  And lastly, bitterness and hate are replaced with love and understanding.

Should all humans be children of God, there can be no difference between people.  Therefore, there is no reason to be not at peace with all of mankind.  In this present age of growing dissensions and increasing conflict, time has come to introspect and ponder over which is the right path to peaceful coexistence and sustainable development.  Violence causes destruction.  Satyagraha does not seek to end or destroy the relationship with opponents.  Instead, it seeks to transform or purify the relationship to a higher level.

What will be the call – death and destruction; or, peace and prosperity? It is for us to choose what sort of a world we want to live in and hand over to the next generation – a world of confrontation and hatred or a world of peace and love. If to do were as easy to know what were good to do, chapels had been churches, and poor men’s cottages princes’ palaces. It is therefore incumbent on the political leadership, socio-religious leaders, and the international community to take initiative and converge to tread the correct path, with all honesty and sincerity, and, guide to make the world a better place to live in; and build a promising and sustainable future for mankind.
